There was an implied on me there, but Jim was careful about his wording and that simply sounded too whiny and personally offended. Even though that was exactly what this was about, because Bones and Sulu had found a way to completely circumvent protocol anyway so it wasn't really a matter for the 'captain' to be involved in. Regardless of his professional face, Jim had no right to be having this discussion in anything more than an informal capacity and he knew it.
