You're at the end of the 20th century, right? Because the 21st century starts a lot of chain reactions that lead to this." Some of it wasn't good - terrible, even - but he was sure that Ianto's timeline hadn't developed the same way his had. "So it won't be boring." Maybe it wouldn't be "colonizing planets" exciting, but still.
